Kelly has a Master’s in Counseling Psychology, specializing in Marriage & Family Therapy. She brings over 9 years of experience in social services, program development, and oversight. As a clinician, she has provided direct clinical care for over 3 years to adults, children, and adolescents with moderate to chronic mental illnesses. Her work with foster children and adults with severe mental illness has strengthened her ability to navigate complex family systems and relationship dynamics with empathy and precision. She is committed to fostering supportive environments through compassionate leadership and strategic decision-making.

Carrie has been employed with Aspiranet for over 20 years, and has held a variety of roles within the agency, from social worker to program director.
She is the program supervisor for the adoption and REACH programs
and has over 15 years of experience in the field of adoption.


Beth Hurlbert, MS

Beth has been working in the fields of foster care, adoption and mental health
for over 20 years. She has worked with foster families, high risk youth and their families, adoptive families, adults with disabilities and clients with mental health issues. She has supported clients through support groups, peer groups, family work and individual work. Beth’s goal is to provide hope to adoptive families through partnership, education, skills training and connection to resources.
Sandra Espinoza

Sandra, who is bilingual, graduated from Fresno State with a bachelor’s degree in psychology. Prior to joining the REACH program, Sandra worked for Aspiranet in the field of mental health as a Support Counselor, with the Intensive Home-Based Services Wraparound. Where there she worked with families and youth in foster care, supporting mental well-being, and facilitating personal development through effective support counseling techniques and interventions. Additionally, she has worked with children and adults with developmental disorders and disabilities and in ABA.
